The challenge
DECTA was established by owners of a retail bank to introduce a more agile, fintech-like approach to operations and business development in card issuing, acquiring switching and payment processing.
As a newly launched company, DECTA did not have complex legacy transitions to manage. Instead, it had a clear roadmap and vision for rapid growth.
DECTA needed a payment platform that could support this growth while enabling a continuous cycle of improved customer services.
The solution
Based on DECTA’s requirements, Tieto Banktech deployed an on-premises card payment platform with issuing, acquiring and switching and clearing services as the foundation for future development.
A second deployment phase added dispute management, fraud management, peer-to-peer payments and an e-commerce solution.
The platform also supports additional integration layers, API integrations and different payment schemes, enabling DECTA to incorporate new services as its business develops.
DECTA expanded from a single market to 32 markets in five years, supported by a payment platform designed to scale and enable new service launches.

The collaboration is built around adapting the solution to DECTA’s current requirements while supporting future development.
One example is a dedicated front-end e-commerce payment gateway developed to manage high transaction volumes. Further capabilities have included high availability, tokenization and point-of-sale acquiring solutions.
This approach allows DECTA to continue adding capabilities as its payment services evolve.
Long-term partnership
Dedicated account managers from DECTA and Tieto Banktech work closely to support communication, prioritise tasks across projects, and keep deployment and testing aligned with agreed timelines.
Tieto Banktech also provides documentation to support DECTA’s communication with customers using its third-party technical payment card processing services.
The partnership includes back-end support for global service rollouts, licence management and volume extensions, technical and performance audits, staff training, business analytics and consulting to support business growth.
