The Norwegian Public Roads Administration ensures that important information about driver training reaches both the parents and guardians of 16-year-olds and people over the age of 65, regardless of their level of digital literacy.

Tieto’s Multichannel solution combines digital channels with postage-optimised physical mail, ensuring that the message reaches the right recipient, through the right channel, at the right time.

Reaching the entire target audience through digital and physical channels

The Norwegian Public Roads Administration has an important societal mission: contributing to safer roads through effective information and training for both new and experienced drivers. An important part of this work is ensuring that relevant information about driver training courses reaches the parents and guardians of 16-year-olds, as well as people over the age of 65.

The target audience is large and diverse, with different preferences for how they receive information. Many prefer digital channels, while others still rely on physical mail. For the Norwegian Public Roads Administration, it was therefore essential to find a solution that ensures important information reaches its intended recipients, regardless of their level of digital literacy.

At the same time, the communication needed to be secure, structured and cost-effective. The organisation needed a solution that would make it easy to identify the right target audience, manage mailings efficiently and ensure that recipients receive information through the channel that suits them best.

Highly targeted hybrid distribution

The Norwegian Public Roads Administration, in collaboration with Tieto, has established a modern Multichannel distribution solution. Infotorg Register is used to identify the right target audience. The information is distributed digitally via Digipost and supplemented with a physical letter for recipients who do not have a digital mailbox. For physical mailings, a postage-optimized printing solution is used to ensure cost-effective and reliable delivery.

The result is a hybrid communication solution that combines digital and physical channels, ensuring a high delivery rate and efficient distribution of important information.

The solution was developed through close collaboration between the teams at Tieto Indtech and the Norwegian Public Roads Administration. Rune Gjørøy played a key role in developing the concept and establishing the collaboration, while Tonje Jansson was responsible for implementation and the ongoing management of the service.

Both Rune and Tonje have also experienced the value of this work firsthand. They have attended courses organised by the Norwegian Public Roads Administration and seen how the training contributes to increased road safety and better-prepared drivers. This makes it particularly meaningful to contribute to the communication around this important work.

For us, it is crucial that important information about driver training reaches the right recipients in a clear and reliable way. Our collaboration with Tieto enables us to combine digital and physical channels, allowing us to reach our entire target audience. Reaching experienced drivers is also one of the measures included in the action plan for the National Transport Plan. For this reason, invitation letters to driver training courses are sent to people across Norway who are turning 70.
