Tieto guides Bergen, Norway’s second biggest municipality, on its digitalization journey

The municipality of Bergen has signed an agreement with Tieto Norway to introduce a new case and records management solution for the entire municipality. The solution forms the platform to offer extended and improved digital services to citizens, businesses and employees. The agreement has a term of 12 years.

The agreement means that the municipality’s existing case and records management solution will be retired after 24 years of service. Although the old system has been further developed during these years, it had limitations that were not in line with current needs and aspirations in Bergen municipality.

Better and more public services

– Bergen municipality wants to be a driving force in the digitalization of the public sector in Norway. We want to provide the largest possible number of citizen services on a digital platform. This agreement is an important step in making public services easily accessible to citizens, businesses and our employees. Given that we are a large municipality, we have strict requirements for flexibility, availability, security, scalability and standardization for the new case and records management solution. We strongly believe that the solution from Tieto and Software Innovation should meet our requirements in this respect, says Director of Finance and Ownership at Bergen municipality, Ove Foldnes.

The new solution will improve the quality and efficiency of case management and archiving procedures in Bergen. The solution supports the “digital first choice” methodology based on the principle that users should be able to interact electronically with the municipality around the clock. It provides increased self-service and automation of application processes. It further supports the municipality’s goal to make all relevant inquiries, applications, forms and reports open to digital completion and submission.

The solution also enables the municipality to receive and process various types of documents regardless of platform. The system will provide efficient document capture and retrieval. The municipality gets automated workflows, making way for standardized processes. The solution will be the baseline for all document production related to political and administrative activities within the municipality. In addition to being the core system for
administrative proceedings, archives, governing documents, political meetings and board handling processes.

In accordance with local and national goals

During the process, relevant stakeholders have taken part in the work. This is in line with the government's newly published white paper Digital Agenda. The report points out that the municipalities need to be heavily involved in the planning to make digitalization of public and citizen services a success. Bergen’s ICT strategy is based on the assumption that smart, efficient and targeted use of ICT will result in better service quality and easier dialogue with citizens, businesses, and organizations, and also ensure effective use of resources in the municipality.

The municipality of Bergen wants a flexible solution to support many different work processes, organizational changes, new and changing services, standards and other challenges a large municipality faces concerning volume and complexity. To meet the city’s needs, the new solution will handle different types of content, both archive-worthy documents and metadata as well as other content.Currently, there are more than 3,000 users of the solution in the municipality, a number that is expected to increase significantly in the new solution.

The municipality of Bergen

The municipality of Bergen is Norway’s second largest municipality with 277,000 residents. The municipality is the largest employer in the region with 17,777 employees. For 2016, the municipality has a gross operating budget of NOK 18.54 billion and an investment budget of NOK 3.4 billion.

In 2014, Bergen was awarded the eMunicipality of the Year prize by KS (the Norwegian association of municipalities and counties) for being a leading digital municipality. The same year, Bergen and KS together were awarded the “Lantern” prize, for being a model for other public organizations due to the development of SvarUt, a common solution for digital distribution of documents that the city of Bergen adopted in 2011.
