Half the cost - twice the benefit
Design all e-services so that users like and understand them. This concerns particularly public sector e-services that facilitate companies' administrative processes. The advantages include cutting administrative costs for small and medium-sized companies and large parts of public enterprises by up to 50 percent. This is important in order to maintain and strengthen competitiveness for enterprises in the EU. So says Tieto's CEO Hannu Syrjälä, who will speak at the 5th Ministerial eGoverment Conference in Malmö today.
"The technology is not the obstacle. The challenge is to find solutions for digital services that are fitting to the users' needs and give them added value. The environment that the users encounter must be simple, and similar to those used to sell music, films and other such services," says Syrjälä.
As one of the biggest providers of digital services to the public sector in the Nordic region, Tieto is engaged in intensive development work to create solutions for the future.
The potential for savings and improved efficiency is huge. The time has also come for the public sector to take advantage of the standards that exist in the market rather than building proprietary solutions. Greater cooperation between the public and private sectors is one of the keys to success for the digital services of the future.
"Experience from the banking sector shows that increased cooperation would produce great results," says Syrjälä. "Today, in the Nordic and Baltic regions, we use the same e-tools whether we are using online banking services or filing a tax return electronically via the tax agency's web service. Nearly everyone uses these e-services, because of their simplicity. The same thing could be done throughout the public sector."
For the EU to maintain and expand its ability to compete in a global market, a broad implementation of e-services is an important step in simplifying and drastically reducing administrative costs. This could be decisive for small and medium-sized companies in terms of their future competitiveness. Digital services can create a more efficient Europe in both the public and private sector.
"It is obvious that Europe must become more competitive and effective," explains Syrjälä. "Increased digitalisation will promote a more sustainable society, and we must bear sustainability in mind in every project and process. At Tieto, we are working toward a vision of "eGoverment 2020," which aims at making European companies greener and more competitive through digitalised business processes."
Tieto's five-point programme for successful public sector e-services:
1. Use open standards, such as BankID and e-invoicing.
2. Invest in private/public cooperation. It will expand the use of new digital services and simplify the learning process for them.
3. Digitalise all business processes. Companies and the EU could save an estimated EUR 250 billion annually simply by adopting e-invoicing.
4. Involve the citizens. Young digital natives demand participation and will assume their place, but it is also important to involve people of all ages.
5. Everything must be based on sustainability. IT can enhance environmental awareness and sustainability in both the public and private sector.
