Tieto implemented the ingestion and service system for digital content for the National Archives Service of Finland

The National Archives Service of Finland has introduced an ingestion and service system for digital content (VAPA service). The new service creates a centralized data storage service that is available for the central government and also, potentially in the future, to the entire public administration. This is the first time such a service has been implemented in Finland.
The VAPA service ensures the preservation of the digital content in a reliable and secure manner. Centralized storage and uniform data structure establish a digital service network that will respond in an efficient and thorough way to any structural and economic reorganisation that may take place in the public administration. Repository and preservation duty will be assigned to the National Archives Service, and the other organisations can focus on the core operations.
"The public organisations using the service will be able to reduce costly paper archiving. I hope that we can expand the scope of the service also outside the central government administration. Limiting the operation merely to the state administration does not reflect, in my opinion, the spirit of the Act on the Management of Archives and Records, namely interoperability of information systems and overall architecture," says Päivi Happonen, Development Director at the National Archives.
"Both Tieto and the sub-contractor Tessella have a solid experience in archive projects, out of which I could mention the archiving solution implemented in Estonia. Tieto taking part in the overall architectural development of the state administration ensures that both the management and preservation of digital content will be developed as part of the overall architecture, especially where data architecture and system interoperability are concerned," says Director Jarmo Hyyryläinen at Tieto.
The system is based on the Safety Deposit Box (SDP) product of Tessella, compliant with the OAIS standard, which is used internationally by a great many customers as a long-term archiving solution. In addition to Tieto, a number of other operators also contributed to the implementation.
